Beer and wine sales during the event will be restricted to cups only, with two cups per purchase. The chamber will also require that any festival goer under age 21 who wants to enter the main Oktoberfest Beer Garden to be accompanied by someone 21 or older. The association also will provide two private guards at the fountain near the La Mesa Trolley Station. The La Mesa Village Merchants Association will provide three trained private security guards at a smaller beer court that will be located on Nebo Drive. The La Mesa Chamber of Commerce has agreed to provide three private security officers at the entry to the main Oktoberfest Beer Garden at the Allison Street parking lot and at least one security officer or chamber volunteer at each exit to the Beer Garden. “City Manager (Dave Witt) and appropriate department leaders are aware of this and past incidents I’m confident that appropriate measures to ensure the public’s safety will be a priority and requirement they make for all future events, including the Oktoberfest,” Madrid said in January. Madrid noted that the ruckus forced the closure of all activities on the west side of Spring Street.
